Wczoraj na stronie Europejskiej Inicjatywy Obywatelskiej 30 kmh ukazał się tekst wystąpienia Ceriego Woolsgrove’a, eksperta Europejskiej Federacji Cyklistów (ECF) do spraw bezpieczeństwa drogowego, dotyczący znaczenia wprowadzenia prędkości 30 km/h jako głównej prędkości dopuszczalnej na terenach zabudowanych w Unii Europejskiej. Czas ku temu był sprzyjający, bowiem od 6 do 12 maja trwał drugi już Światowy Tydzień Bezpieczeństwa Ruchu Drogowego ONZ, a stanowisko ECF, zdecydowanie wspierające inicjatywę, zostało zaprezentowane podczas konferencji, która odbyła się 6 maja w Brukseli. Ekspert ECF wskazał także argumenty za przemawiające ze wejściem w życie ograniczenia prędkości do 30 km/h na obszarach zamieszkanych.

Signature Gathering – First Milestones Achieved

Good news! Firstly, the software problems are fixed and citizens can now sign in 12 different languages.
And secondly, citizens from all member states of the EU have already signed our initiative. The first hurdle of the EU law on European Citizens´ Initiatives (ECI) has been cleared.
For a successful ECI, at least three requirements of signature gathering must be fulfilled:
1)    Signatures (officially known as “statements of support”) must come from at least 7 countries. This hurdle was easily achieved some days ago. We are now facing the more difficult challenges number two and three:
2)    A minimum number of signatories in at least 7 member states must be gained. The quora differs from country to country. The highest quorum is in Germany (74 250 signatures), the lowest in Cyprus. Luxembourg and Malta (4,500 signatures). We are excitedly anticipating and guessing which country will be the first to meet the quorum?
3)    At least one million valid signatures within one year. This is a real challenge.

Komisja UE zaakceptowała oficjalnie Europejską Inicjatywę Obywatelską „30 km/godz – ulice przyjazne życiu!”. Decyzja została podjęta po trwającym dwa miesiące sprawdzaniu zgodności tej inicjatywy z prawem. Ten sukces oznacza, że można rozpocząć proces zbierania podpisów pod apelem o wprowadzenie ograniczenia prędkości do 30 km/h w miastach całej Unii Europejskiej.

Initiative accepted for signature gathering

The EU Commission has officially accepted our European Citizens´ Initiative “30km/h – making the streets liveable!”. The decision was made after a two-month legal check. This success means that gathering statements fo support for a 30 km/h urban speed limit throughout the whole of the European Union can begin. People can already sign the initiative.Until now, European legislators have acted rather helplessly regarding speed limits. In 1987, the EU Commission announced a legislative procedure to introduce unionwide speed limits. But nothing concrete has happened since, as opponents have claimed that road speed was outside the EU´s remit. This is no longer true. The positive result of the legal check shows that the EU is the right body to set standards like a 30km/h speed limit. This puts an end to a long-lasting stalemate.
